The Government of the United States is desirous of observing, with the strictest fidelity, all the obligations imposed by Treaties, International Law, and other nations, and its instructions to its Representatives and Agents abroad based upon this just desire. And this has the object of fulfilling all the duties required of it, and giving it the undoubted and unquestioned right of requiring the like faithfulness on the part of other Governments.

With reference to the visit of the Wyoming to this neighbourhood in the mouth of April last, and as to the action of His Excellency the Governor under instructions issued in consequence then of Her Majesty's Government, I can only say that I have no information in relation to any peculiar circumstances attending that visit.
